He appeared to be your standard mad scientist that has had one too many long nights in the lab.

Basically he is best noticed for the lab coat the the balding head. He also sports attire that a man of the era the original novel was set in would wear.

Dr. Frankenstein and his creature are both ghosts in this episode and have the ability to teleport themselves to a different location by with a snap of Dr. Frankenstein's fingers.
